Following review and discussion of the proposals made by participants of the consultations in Minsk September 1, 2014, the Trilateral contact group composed of Ukraine, Russia and the Organization for Security and Cooperation in Europe reached agreement on the need to carry out the following steps:

Provide immediate discontinuation of bilateral arms.
Ensure monitoring and verification by the OSCE mode non-use of weapons.
Make a decentralization of power, including through the adoption of the Law of Ukraine "On temporary order of local government in certain areas of Donetsk and Lugansk regions" (law on the special status).
Ensure regular monitoring on Ukrainian-Russian border and verified by the OSCE with the creation of a security zone in the border areas of Ukraine and the Russian Federation.
Immediately release all hostages and illegally detained persons.
Adopt a law on the prevention of harassment and punishment of individuals with regard to the events that occurred in parts of the Donetsk and Luhansk oblasts of Ukraine.
Continue inclusive national dialogue.
Take steps to improve the humanitarian situation in the Donbas.
Ensure early local elections in accordance with the Law of Ukraine "On temporary order of local government in certain areas of Donetsk and Lugansk regions" (law on the special status).
Results illegal armed groups, military equipment and fighters and mercenaries from the territory of Ukraine.
Adopt a program of economic revival and restoration of life Donbas region.
Provide a safe conduct for consultees.
