Just as the OSCE is powerless in stopping fighters from entering Ukraine, so too they are powerless in inspecting the so-called humanitarian aid lorries. “We simply don’t have full freedom to check them,” the diplomat explained.
That’s an understatement. On any given day, if a truck crosses, the monitors can “check” it. “The trucks are visually checked by opening their back doors. You look at what you see. You can’t climb into the truck. This is not an inspection. It takes less than a minute,” he added.
There are special X-ray systems in which a truck drives through an open-ended container that can scan the vehicle’s contents. “The Russians don’t allow that,” the diplomat said. “So we have no idea what’s in any of the trucks.”
Things aren’t much better for the team of OSCE monitors who are supposed to observe the ceasefire on the Ukrainian side of the border. They are not allowed to approach those parts of the frontier held by the rebels.
And even if they want to observe what is happening along the ceasefire lines, they have to ask permission or are escorted by the rebels. There is no scope for spontaneity. Besides, it is still dangerous. The daily report issued on April 27 by the OSCE’s Special Monitoring Mission to Ukraine makes for grim reading. It described how the area around Ukraine’s Donetsk airport had “seriously deteriorated.”
The #OSCE has no illusions about the difficulties in implementing the ceasefire in #Ukraine.

Some 550 explosions were heard near Donetsk. “Approximately 90% of all the explosions were caused by 120mm mortar and heavy artillery rounds. The number of violations in this area has increased sharply compared to the violations recorded in the previous days,” according to the report. And the village of Sakhanka, just 24 kilometers (15 miles) east of Mariupol, a strategic city still under Ukrainian control, was shelled on April 25.
This upsurge of fighting may be a prelude to the seventieth anniversary of the end of World War Two, which will be celebrated with a huge military parade in Moscow on May 9. Whatever the outcome, the OSCE monitors know what they cannot do. And even if they called for a more robust mandate, they would never obtain it. It would be vetoed by one of the organization’s 57 members—Russia.

Russia: capital flight continues unabated
"Amid Russia's economic woes, billions of dollars continue to disappear in offshore havens. The net outflow of capital from Russia reached $32.6 billion during the first quarter of 2015, according to the nation's Central Bank.
The bank is now forecasting that capital flight may reach $131 billion by the end of the year. In reporting first quarter numbers, the Central Bank also upwardly revised the 2014 figure for net capital outflow to $154.1 billion from the previously reported $151.5 billion. That figure marks the highest annual total of capital flight since the Central Bank started tracking the trend back in 1994.
Financial experts say most of the money now fleeing Russia ends up in offshore accounts, beyond the reach of tax inspectors and other prying eyes. The budgetary implications for Russia are significant: according to Andrei Makarov, chairman of the Russian Duma's Committee on Budget and Taxation, back in 2013, when the capital flight rate was dramatically lower than it is now, capital flight cost the Russian treasury at least $22 billion in lost tax revenue.
"Capital outflow abroad leads to losses that are at least comparable to internal tax revenue losses," state-owned news channel Russia 24 reported, citing data from KPMG, a large international audit, tax and advisory firm.
The problem is not limited to tax revenue losses. "Capital flight weakens the national economy, starving it of investment funding, which further worsens the economy's development prospects," wrote economists Mikhail Gelvanovskiy and Vladislav Ovchinskiy in an academic paper that examined the economic damage done by capital flight amid the 2008 economic crisis."
According to him, "Firtash smiled in relief" while the judge was announcing the verdict.
"[The] judge says political motivation is [the] basis for rejecting [the] extradition even if [a] crime occurred," the journalist wrote.
"[The] judge in [the] Firtash case says he questioned whether witnesses cited by US authorities even existed. 'There just wasn't sufficient proof'," his tweet said.
An Austrian prosecutor said the court ruling would be appealed.
According to the judge, the United States can still submit additional evidence against Firtash.
"Firtash is now allowed to travel outside Austria, but must be available if [the] court summons him," Herszenhorn wrote on Twitter.

"We will probably never know the true scale of the rapes. Soviet military tribunals and other sources remain classified. The Russian parliament recently passed a law which says that anyone who denigrates Russia's record in World War Two could face fines and up to five years in prison.
Vera Dubina, a young historian at the University of Humanities in Moscow, says she knew nothing of the rapes until a scholarship took her to Berlin. She later wrote a paper on the subject but struggled to get it published.
"The Russian media reacted very aggressively," she says. "People only want to hear about our glorious victory in the Great Patriotic War and now it is getting harder to do proper research."

Vitaly Gelfand, son of the Red Army diarist Vladimir Gelfand, doesn't deny that many Soviet soldiers showed great bravery and sacrifice in World War Two - but that's not the whole story, he says.
Recently Vitaly did an interview on Russian radio, which triggered some anti-Semitic trolling on social media, saying the diary's a fake and he should clear off to Israel (he has in fact lived in Berlin for the last 20 years). Yet he is hoping the diary will be published in Russia later this year. Parts of it have been translated into German and Swedish.
"If people don't want to know the truth, they're just deluding themselves", he says. "The entire world understands it, Russia understands it and the people behind those new laws about defaming the past, even they understand it. We can't move forward until we look back."
