It may happen that for now, Syria is more geopolitically important to Russia than Ukraine. At the same time, the finger remains on the trigger in Donbas, and at any point it can reignite the conflict.

The news this week of Russian military involvement in Syria to support the crumbling Bashar al-Assad regime has many analysts and commentators jumping to all sorts of conclusions. Indeed, the move is currently being interpreted as an attempt by Russia to assert itself as a global military power and at the same time a gesture to repair relations with the West. However, its true geopolitical nature should be seen in a much wider context.
By now, there is no doubt that the Russian military is becoming more involved in operations in Syria. Several sources have confirmed that Russian troops and equipment are in Syria and they have begun building an airfield at Latakia – a strategic port city in western Syria. According to an online investigation by Russian blogger Ruslan Leviev, there is a significant amount of evidence that proves Russia is already active in Syria. What’s more, some of the troops that are being moved to the Syrian operation are the same ones that have been active over the last year and a half in Ukraine.
This development could be good news for Ukraine – but also bad news for the rest of the world.
First, Ukraine. There are some indications that Russia may be intentionally “freezing” the conflict in Ukraine’s east. Since the beginning of September, there has been a significant reduction in violence between Ukrainian forces and Russian-supported separatists. What is more, the controversial ousting of Andrei Purgin as head of the “parliament” of the so-called Donetsk People's Republic, who was replaced by Denis Pushilin, could be another sign that Russia is seeking to freeze the situation in Ukraine for the moment. Pushilin is considered as someone who is more willing to negotiate with the government in Kyiv.
This does not mean, however, that the Kremlin is willing to just give up on Ukraine, or the region. But there may be forces inside the Kremlin which have won the argument that the Donbas conflict is not worth the resources. Russia’s economy has been significantly marred by western sanctions and low oil prices. And recent statements by Russia’s foreign minister, Sergei Lavrov, suggest some desire to restore relations with the United States and the West.
This may be partly the reason for a turn to Syria. It may happen that for now, Syria is more geopolitically important to Russia than Ukraine. At the same time, the finger remains on the trigger in Donbas, and at any point it can reignite the conflict.
Yet, Russia’s involvement in Syria can also be bad news for the West. Even though it may be shrouded in some strange desire to demonstrate to the world that Russia under Vladimir Putin can be a leading figure in international conflict resolution (let’s see Putin’s speech to the United Nations General Assembly on September 28th), it can cause serious problems to the already chaotic situation. First of all, there is no clear aim of Russian intervention in Syria, other than to support the pro-government forces. And Russian forces may actually engage in combat with the CIA-trained anti-government forces of the Free Syrian Army.
It also appears that this conflict may be a way for Russia and Iran to enhance co-operation in the Middle East. Israel has claimed that Iran’s Revolutionary Guard is working hand-in-hand with Russian commanders to support the Assad regime. And Iran has granted permission for Russia to use its airspace for military aircraft en route to Syria. This enhancement of relations should also be included in the context of the Iran nuclear deal negotiated this past summer – of which Russia was one of the lead negotiators.
Hence, this move may be interpreted as an attempt by Russia to assert itself into the conflict in the Middle East and prove to the West that it can use its military to resolve the conflict – one the West has failed so far to resolve itself. Yet this task is one which the Kremlin grossly underestimates, and it may prove costly in both resources and relations with the West.
Lastly, returning to Europe, Russia’s shift in strategy should not be seen, by any means, as a reason for Ukraine and the West to rest on its laurels. The hybrid war in Ukraine is still very much active. While a temporary freeze may be in the works, the West needs to remain steadfast in its sanctions policy and its support of Ukraine – especially since it seems that its economy is likely to get even worse before it gets better.
What is more, further moves in Eastern Europe should not be ruled out. As Brian Whitmore recently pointed out, there are fears in Belarus that Moscow is preparing a scenario to destabilise the country after the October 11th presidential election – with a "fake Maidan" that would allow Russian forces to enter the country and restore order.
On the surface, it may seem that Russia is losing its geostrategic focus. However, what these moves do show is that there seems to be competing views inside the Kremlin, and the shift in strategy may indicate which view is being accepted by Putin at a given time. Nevertheless, if experience has taught anything, it should be that no move should be misjudged, and unfortunately the Kremlin continues to play a zero-sum game – whether it is in Eastern Europe or the Middle East.
