If I see Greece gets 240+86 billion( debt caused by mainly Germany btw), and the useless banks up till end next year 2200 billion, its less then a drop in the ocean. EU or Germany could easily take over all debt of Ukraine, and waive interest and yearly payment till after the war, so Ukraine could be at ease with that..
Another matter is the payment of war debt of World War II (and I) from Germany thats 1000's of billions to several countries, which should have started after east+west germany reunited.
Thomas Piketty said it: germany never repayed its war debt of World war I and II, and we see now that with non action of espec. Germany, which locks EU down in descions, it makes a precedent for non-paying wardebt...so making war possible and "legal"
If you REALLY want Minsk II to succeed, then UNILATERALLY send in neutral foreign peacekeepers that would have the power, weapons and personnel (80000 or more troops) to enforce the truce on both sides of the dividing line. Also, send in another division to enforce the Russian/Ukraine border with heavy weapons and 24/7 full media coverage. Then another to comb the countryside and towns to completely disarm and arrest the separatists. Then rebuild the destroyed infrastructure and hold open fair local elections (with foreign observers present). Finish the wall between Russia and Ukraine, heavily fortify it then progressively withdraw the peacekeepers while replacing them with Ukraine's own troops. When done, give the people of Dombass a public forum to discuss life under occupation to the outside world, I'm sure that many of them would never go back to it.

How many Einsteins, Ghandi's could have been between all the millions murdered by rulers in the last century alone? We shall never know. A book is published in Syria with just 100.000 names of victims (now 220.000+) but it seems lsimilar to my 900 page familytree manuscript, it doesn''t show the people, their lives, their hopes..so for me..any rulers making victims of their own or other people should be shot on sight...no mercy
