First Minsk say there should be a general ceasefire, yet from russian side there hasn't been a day without ceasefire violations. Russia should start first, and with ceasefire and access for OSCE in all of occupied areas incl. border Ukraine/Russia.
Rule 11, after first 10 are met, which they aren't, are rules about elections. So russia first abide the first 10, not for a day or week but for months, then we can talk elections according Ukraine law and rules, and not according russia puppets in occupied east-Ukraine.
Even if EU decides to lift sanctions, USA won't , and Ukraine has a plan B.

As declassified Ukraine govt. paper showed, USA warships sneaked out of Black Sea, Obama and Germany asked Ukraine goverment not to do anything to block invasion/annexation besides Obama saying to Putin he wouldn't do a thing about it.
In dutch media I wrote this can be Cuba crisis or Bosnian war with 100.000 deaths.
So if USA warships had blocked Crimean ports, and Obama had said he Russia we both signed Budapest Memorandum, stop it or we do stop you
Putin would have backed down.
