its simple , since January 15, 2015 USA & ALL EU-NATO countries have signed a ARMS & ASSISTANCE LENDLEASE agreement with Ukraine, so Ukraine can borrow whatever it wants and use it under Ukraine FLAG :-)
According to agreements Ukraine only has to pay for its use and if it's destroyes..so in fact the Sea of Azov can be filled with Ukraine's massive naval force..and so also Black Sea.
Ofc I doubt USA will lend-lease a Aircraft Carrier :-)
