′′ According to the latest data, the situation in the territory of Crimea and Sevastopol is equal to the international armed conflict between Ukraine and the Russian Federation. This international armed conflict began no later than February 26, 2014, when the Russian Federation activated its armed forces to gain control over parts of Ukraine without the consent of Kiev. At the same time, the law of international armed conflicts applies to this situation and after March 18, 2014, because events in the territory of Crimea and Sevastopol are occupation. Thus, this international conflict can be investigated by the rules of the Rome Statute ", the document says.
The document also contains information about the affliction of Crimean Tatars on the peninsula, the forcible displacement of 179 arrested in the territory of the Russian Federation, forced mobilization for the military service of Crimean residents.
