when I was young and leader of a youthgroup there were always some bullies, I let the group deal with that, if it got bad, they expelled the bullie, were expelled from all actitivities of the group, and got extra punishment from parents. so treat Putin same way as the bullies: start with Recall all european diplomats, then expel all russian one, so they can't retaliate (a double blow), then no visa for russians, ban on all trade with russia incl. gas/oil, and ban on all russian traffic whatever means to entire europe..
