What the EU can do: invoke the Anti-Coercion Instrument (2023).
It was designed so the EU could respond and seek reparations for situations where a third country pressures the EU into policy choices by threatening or applying trade and investment measures.
Ironically, it was designed to counter economic sanctions from China, for example, targeting individual EU-member states. But now, Trump is doing the same: threatening individual states like Denmark with tariffs over Greenland.
