Putin's take over of Crimea was an unpredicted and lucky move in the right timing which gave him boost of confidence, but since than what we have been seeing is tactics.
The only strategy that he had was to slowly divide Europe through showing a Russia getting closer to the west, undermining relationships, infiltrating, raising propaganda campaigns, and recruit Internet troll armies, buying corrupt euro-skeptic politicians, install puppets, and increase leverage through imports of EU good, mafias lobbying, etc... but with the conflict in Ukraine it was pretty clear that Europe was not divided as he expected it would. So, it was clear that his strategy failed.
What we have seen since than is tactic after tactic, with none of them seem to be effective or produce significant results, and Russia continues slowly sinking in political and economical consequences.
