Ensure early local elections in accordance with the Law of Ukraine "On temporary order of local government in certain areas of Donetsk and Lugansk regions" (law on the special status).
Results illegal armed groups, military equipment and fighters and mercenaries from the territory of Ukraine.
Adopt a program of economic revival and restoration of life Donbas region.
Provide a safe conduct for consultees.
