UPDATE:

My opinion based on info I've read: Minsk discussions failed last night. Main reason stated by Ukr. side - rebels didn't want to accept previously agreed points. I think cut of electricity and transport services are aimed to get Russia and rebels to discussion table. It may sound bad, but the timing is probably the best for this - sea ferry can't work right now effectively due winter storms. So peninsula became an isolated island.

In this context it is also worth noting that Russia stopped its train transit routes through Ukraine to Crimea few weeks ago, because they were deemed unprofitable. Same goes for russian airlines flying to Sevastopol. The latter were canceled because of EU sanctions.
