Both USA (and UK) and Russia are in violation of Budapest Memorandum under int.law.
Good sanctions against Russia are prolonged until July 2016, they should be prolonged untill Russian "dogs", as a ethnic russian from Donetsk (russian descent, and only russian speaking) called them are removed from Ukrainian territories, incl. Crimea.
