Ukraine contact group in Minsk agrees on withdrawal of tanks and weapons below 100mm.
At the meeting on 21 July the working group on security of the trilateral contact group on Ukraine finalized the text of the agreement on the withdrawal of weapons with a calibre below 100mm from the contact line, agreed on withdrawal of tanks.
Ivica Dacic, OSCE Chairman-in-Office, told reporters in Minsk that this agreement will read exactly how the process of withdrawal will be verified. "There will be no more problems as to who conducts it, from which side and who confirms it. The agreement will specify the whole procedure," he noted.
In addition, there is a need to address economic issues. According to the diplomat, there are a variety of ideas, including mobile banks. Important are also humanitarian issues, the problem of refugees and displaced persons. "There is progress on all these matters," he said.
After negotiations of the contact group in Minsk ended yesterday, Martin Sajdik, OSCE special representative in the trilateral contact group on Ukraine, confirmed that the document on the withdrawal of tanks and weapons was finally agreed.
According to Sajdik, the participation of OSCE Chairman-in-Office Ivica Dacic in the talks added a powerful impetus to the work of the group.
Speaking to the press, the representative of the self-proclaimed DNR Denis Pushilin reported that the agreed text of the document on the withdrawal of tanks and weapons below 100mm would be signed "at a higher level". He expressed hope that it would be done in the near future.
Participants of the meeting on 21 July did not voice the date of the next meeting. The previous talks in Minsk were held on 7 July.

Estonian President Toomas Ilves paused when I asked him if the annual Estonia's Friends meeting he hosts is a copy of Russian President Vladimir Putin's Valdai Club, which gathers Russia experts from around the world every year. Of course my question was meant to be provocative because Estonia and Russia have taken radically different paths since the breakup of the Soviet Union in 1991. The Russia hands that typically attend the Valdai Club go for the question-and-answer session with Putin that they can later repackage in books and talk shows as Kremlin access.
