They are a Ukrainian organisation and have evidently been working for years finding the bodies of the dead from the two world wars and are now find the lost from this war. Interviewed a woman who's husband was in the army and he has disappeared and he is one of the many they are trying to find. It was on BBC World News and hopefully will be repeated later in the day. BelVEB bank has been added to the updated Sectoral Sanctions Identifications List by the US Office of Foreign Assets Control.
BelVEB is a subsidiary of the Russian Vnesheconombank and one of the leading banks in Belarus.
As a matter of fact, subsidiaries of the sanctioned Russian companies could not attract long-term funding and to place shares in the United States even before they appeared in the OFAC's list, the Russian news source RBC notes.
However, US Department of the Treasury decided to add them on the sanctions list in order to reduce the chance of evading the sanctions.
