Un Security Council...and looking at the numbers who contributes to UNbudget EU 40%, USA 22% but owes UN 800 million, Japan 10.8% ,China 5%,  russia 2.4% (btw Mexico 1.8!)  it could use a shakeup not based on who has nukes but who pays more, in EUpart germany pays 7.1%, UK 5.1%-France 5.5.. and also who owes UN money, a total of 3.5 billion not yet payed, most by USA so a NO PAY, NO SAY should also be adopted.  Btw the rich oilstates pay laughable %: Saudi Arabia 0.8- Qatar 0.2- Oman 0.1-Iraq 0.06-UAE 0,6 -Libya 0.1-Iran 0.3-Indonesia 0.3 -venezuela 0,6 (Israel pays 0.3 btw)  so a better system could be based on GDP.
