Doing the above, UNSC would vote with its 15 members of which 5 permanent, by majority vote, btw another arrangment of (permanent) members  is also in order:  Japan 10.8% ,China 5%,  russia 2.4% (btw Mexico 1.8!)  it could use a shakeup not based on who has nukes but who pays more, in EUpart germany pays 7.1%, UK 5.1%-France 5.5..

BTW even at the moment  a UNSC veto can be neutralized , UNGA with art. 377 can with 2/3 majority override any veto of UNSC, at moment over 100 member states of 193 are OK with limiting vetorights in UNSC in case of atrocities and/or genocide.

A UNSC without vetorights can demand from memberstates to not interfere, or face sanctions, establish a no fly zone above a area or country, lock borders area/countries from arms, send in peace getters and after that peacekeeper.
(You can only keep what you have or have gotten)
and restore order and normal living conditions.

a UNSC without vetoright breaks both USA & russia (and china, france , uk) and their allies hegemony.

"The legitimate question is this: Since the security services cannot sort out the good immigrant from the bad terrorist... why don't these countries deport all Muslims, of all races, from Europe and America, and [thus] find rest from the danger of terrorism, and protect their peoples?

"I, as an Arab Muslim immigrant, sincerely call on the countries of Europe and America to deport all Muslims from their territories – including myself, despite my love and my sincere attachment to the U.S..."
