As I said earlier OSCE should have left Russians and Ukrainians out, on other hand Serbians are known to be pro-russian. Better like with League of Nations where btw every country had vetorights, expell Russia from UN(SC) like League of Nations did. If Russia like they did said THEIR law goes above int. Law, they should be expelled also.
Or with a art. 377 in UNGA remove all vetorights from UNSC. OSCE is no UN-peacekeeping force, and all peace - getting or keeping should be under UN umbrella, whether in Ukraine or Syria. Now we see a battle of interest (not peace) between USA & allies: Saudi Arabia, Qatar, other sunni muslimstates and Israel (and IS), and shia muslim states like Iran, Assad & Russia, also in other parts of world like Yemen.

when USSR collapsed it halved, so the ex-sovietstates incl. Ukraine would have had more rights to that, since Ukraine was one of founding members of USSR.
But like i've just put on my reddit: USA did everything to keep USSR/Soviet Union UP, it made them billions in money of armssales to Europe countries cause of USSR treat. After Berlin Wall fell, in dutch/europe media there were angry stories: well USA, wtf where are those massive tankbattilions stationed in DDR? Did we buy arms to battle those 1000's of falling apart DDR tankyards??
In that light, the Budapest Memorandum and removal of nukes of Ukraine, Belarus and Kazahstan, and massive numbers of smaller arms in Ukraine by Clinton and senator Obama, looks creepy. Also the denial of invasion by Obama in 2014, and the silence from White House. And what was the first response when the USA came to the table of Europe, Baltics? You should (have) buy more arms...

And Obama kept silent and later said he wouldn't intervene(object?) on the "incursion".....
If Obama would have said : WTF, Putin get the fuck out of Ukraine or else..Putin would have backed down. If Europe part NATO wouldn't have been held back by USA, would have said we send 20.000 peacekeepers to Ukraine, on question of interim goverment, Putin would have backed down.
No, on order Obama and "request" Iraq president EU-nato forces were sent to Iraq/Syria??
That's why even without Budapest Memorandum, USA is as quilty as Russia on deaths.
And in that light the mediocre financial help of USA, or USA arms sent falling apart first days proves it.
