Also a mandatory % of GDP should be set, with deductions in case of naturel disasters only, and a principle of NO pay, no SAY should be introduced, at moment UN's members still owe UN 3 billion $, of which 800 million by USA.
On the plus side, UNGA gives every country , how small or big, just 1 vote for each country, if that would be in EU, Germany's Merkel wouldn't be the Fuhrer of EU, but just one of the 28.  Last year she single handed put treaty of Dublin and Schengen out of order, without consultation with the other 27, so unless EU adopts UNGA model, EUs end is near, and a EF european federation model will emerge, before or after break-up of EU into 4-5 parts, with with Brexit already has begun.

Besides sticking to Minsk plan B a+b of Poroshenko, Poroshenko can call on all Ukrainian citizenship holders in occupied Donbass to come to not occupied Ukraine, and leave occupied Donbass (Dumbass) . That could lead to easier social payments, pensions and other care and ofc less civilian death and wounded.
This would be costly for Ukraine, but with no people there, no elections need to be held, and battle for Ukrainian army is made easier. (Ofc DNR and LPR would try to prevent such migrations)

As already happened local Ukrainians can take up the imported militants and russian military helped by Ukraine military, even by acting as informants on troop movements and places they hide.
