The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.  Pence keeps quiet which means he's also to blame so should also be impeached (together with Trump) for not preventing the crimes of Trump or at least not speaking out against or distancing himself from it. President Pence would be liable for allowing Trump to proceed as president, so that would be the preCedent.
